It says Civic GX, not HX.
The numbers the OP posted are surely wrong, but no it's not supposed to be the vtec-e variant (D16Y5) from the HX.
A quick google search verifies the GX is the compressed natural gas variant.
Sold 1998+ and each civic model since has had a variation of the engine converted to run on CNG (1.6L 1.7L 1.8L).
