Cel 20 More ELD issues...help please so aggravating

I've been searching for a cause for my daily driver to throw the ELD cel along with the o2 sensor code. The car would also hesitate when you drive. I would just be driving partial throttle or so and the car stutters....like it doesnt want to go anywhere....but when i give it full throttle it stops doing it. Also, sometimes when you try to start the car...it will start...and then die....start it again...die....crank it up...and then it stays on. It's on a completely stock 95 civic cx hatchback
Now I went online and read about how the wires could be grounding out or just having to replace the fuse box under the hood. Well I checked all the wires...nothing...so I had an extra fuse box laying around and decided to just go ahead and change the fuse box....works....well about 1 month later...the car is starting to do the same thing again. Hesitates and stutters or the car won't start on the first try.....sometimes starts on the 2nd or 3rd crank. Can you help me out with this? What else should I be looking at? I've read about 80% of the eld post and still can't figure it out.. Any help would be greatly appreciated.

When you swapped the fuse box, did you also swap the ELD?
If so, it sounds like another ELD has gone west, I would want to know what the alt. output is, maybe a bad voltage regulator is taking out the ELD.
I would also check connections to the ELD, make sure there is no sign of corrosion on connection pins.
I wonder why only USDM cars have ELDs and CDM cars do not?
Seems to me it is just another electronic part with no other function other then to fail. 94

The ELD is in the fuse box. They say once an eld goes bad you have to replace the whole fuse box. You can't just change out the eld. How can I test the voltage regulator? It's in the alternator correct?
The regulator is in the alt., have a proper charging system check done on the car.
The ELD is shown as apart installed in the engine bay fuse box, like the ICU is installed in the under dash fuse box and our cars, [CDM] do not have the ELD, so I assumed they are removable, but I have not seen a USDM engine bay fuse box so I wouldn't know for sure.
Either way, it sounds like the ELD is the problem, I can't see it being a problem with the fuse box itself, other then if the ELD is not removable.
If it is the ELD, then either you had two bad ones or something else in the electrical system is taking them out. 94
