copperspray will fill all the imperfections on the deck of the head and block surfaces

I've seen 400hp on a stock HG and some spray. Good to go.

if the surfaces are checked and show ok, then yes sure do it

if the surfaces got sre-surfaced, theres no Need!! clean is the best way, but if the surfaces are known to be perfect

if your block and head are perfect there is no need for it.

if you got a couple minor scraches here and there. it works fine.
