Icon2 Failed Smog, running rich.

Hello Honda Peoples,

I recently failed my Smog test, running too rich. (1988 CRX DX 1.5)

I adjusted the dizzy by hand and made the idle go from 1200rpm to about 600rpm
Adjusted the valves with the Honda book I use to have before I lost it.

Now, could any of these 2 things screw up my car bad enough to make my car run too rich?
I Really hate to get rid of the poor thing because I still get Insane gas-milage and enjoy the little thing too much to part with it.
I'm hoping it is just one of my screw ups and now something too expensive.

I replaced the DizzyCap/Rotar, Sparks Plus, No Spark plug wires, PCV valve (Not the hose though) and I did do a Seafoam run on it.

It has moments where if I floor it in first gear it shutter(stutters) but stops when I reach high RPM(2000+)

Any help would me MUCH Appreciated.

Forgot: I changed the Fuel Filter too and Air Filter.

i would also think about changing the oxygen sensor and if the wires look old just change them

When I was changing the dizzy cap and rotar, I did pull the spark plug wire from its metal boot and then re-attach. Would that make my car run rich though? I'm not very savvy on that portion.

Also, how the hell do I get the O2 Sensor off the header? I looked at it and returned the O2 (Was universal $28.00 Autozone special).
Would that Sensor be the big part of my issue? If so I might have to buy it back

yup buy it back and yup new plug wires will help ur in cali right? just pay for a "pass"

I wish I could pay for a pass, don't know the right mechanics to do so.
Yes I'm in Cali.

Also, yes I Seafoamed my car so I've been told that it will mess the O2.

To buy a pass isn't cheap...
It could be your o2 sensor, but I wouldn't just start throwing parts at it. Have you checked the timing, and your vacuum lines(map sensor line)? Also where in cali are you?

Northern Cali, Near Redding.

I haven't checked my timing, is 800rpm too low? I don't have the book anymore, it vanished.
I guess I could have a mechanic check my vacuum lines, shouldn't be too much.
