Smog problems 95Civic DX

Smog problems 95Civic DX
Hey guys new to the board and having a problem with my 95 Civic DX, it wont pass smog test at idle. It does pass when running at 2500 rpm though. We have rebuilt the fuel injectors, put new plugs in, checked the distributor.
The car does have a few mods from before i bought it, which include headers(with O2 sensor), lower restriction K&N air filter, and a performance chip from Dinan Motorsports. The car is very dirty at idle, and we have no idea.
Could it be the Catalitic converter? could the fuel pressure be to high? could the chip cause it to run rich?
Any help would be VERY appreciated.
