what should i expect from the turbo kit...

i recently got a decent (IMO) prefabed used kit for a good price... 1200 from a local kid in my area...
-south floirda performance t4 minram/long long manifold
-precision 1000cc injectors
-walbro 255 fuel pump
-billet wheel precision 62/65 turbo .81 a/r (thought it was .82 but it says)
-big front mount intercooler
-2.5" hot side/ 3" cold side
-tial wastegate
-pruven performance blowoff valve
-3"v band down pipe

kid said he made 505whp on built b16 with 10:1
im doing a simple 9.0:1 stock block lsvtec.. head is mild built going with gsr cams and its got my crower springs.ret, and new valves( i had all motor cam stg 3s before) was looking for ITR cams and or sk2stg1 tuner/pro cams but untill then its GSR cams...
i plan on getting my sleeved block re shelled and bored from 83 to 84 mm.. in future..
--questions--
1)what should i expecton the stock sleeve 9.0 forged motor... ?
2)what psi is safe? i hurd 15psi ish is the norm? but correst me if im wrong is 15psi the same stress from a t25 to my 62/65?
3)is there a reason for 3inch cold and 2.5 hot? does it help with spool?
4)what psi should i reach 400hp?
5)what is this turbo similar to so i can compare builds too gt40? b/w? holset?
my tuner suggest we stop at 400hp for reliability reasons, so what psi ish should i see that.. i know its all on the tune.. and one tuner can get one number and other can get a different.. im aware that every tuner has different methodology and will get iffrent results.. thanks in advance

PSI has nothing to do with power. Exactly for the reasons you mentioned already. If I had to guess I think somewhere around 18psi should hit 400whp. Not 100% on the rest so I'll leave that to the pros.
I'm running a much smaller t3/t4 .63 trim but basically the same ls/vtec build and I hit 335whp at 7psi... And I expect to hit just over 400whp around 10-12 psi... I should be in the 480whp-500whp range around 20psi-22psi... (Total guess)
Tuning has the biggest to do with horsepower numbers... The more knowledgeable your tuner the more power you will put down at lower psi levels for your individual build as every engine set up is different...
But yes I'll let others with more experience answer your other questions...

Oh and if your asking if 400whp is enough to put a smile on your face it is, atleast for a while... LOL
But 400whp in any car that weighs less than 2300lbs is like a rocket! Anything over 300whp traction is an issue on the street without boost by gear, etc...
