Default car runs terrible after i get off the interstate

basically every time i get off the interstate my civic drives like s**t. the car feels like there is alot of drag i guess would be the best way to describe it. when you press down the gas peddle the car slows down, so then i punch it (within respect) and the car will speed up until i let off the gas pedal to drive like normal and it will go back to driving bad. it also likes to do this on rainy days or after long periods of driving. i have a 5th gen 4 door with a d15b. i usually keep it around 70 or 75 on the interstate, i've been trying to take it easy on the car sense all this started happening. took the car to a shop and the guy there said my ecu was wired wrong, he then showed me where my o2 sensor was apparently wired straight to a ground wire (i really didn't know what he was talking about). i guess my question is does this sound like an ecu problem or something totally different? i also was considering something fuel related or tps? thanks

Any CEL codes?

And the idea about a tune up (plugs, wires, cap, rotor, ignition timing, fuel filter) is worth considering.

it threw a check engine light twice but when i turn off and then on it goes away and usually wont come back on even if the car is running bad

im going to get new plugs and wires tomorrow and fuel filter tomorrow, should i replace the fuel pump too? the car has just at 200,000 miles but the engine only got about 70k ish

Next time the CEL comes on, pull over and leave the engine running while you jump the service connector to pull the code.

I would not replace the fuel pump, but I would replace the cap and rotor.
