Default B18c or f23/h22?

Hi.
I am wonder about the engine choise for my build.
I can obtain a b18c sleeved block but my impressions of b series are that it screams in very high rpm but it produces very low torque. Overall hp aren't very high. There are many parts for these engines.

I am thinking to switch to f23 block with h22 head. I am reading that these engines producing high hp with very good torque. I know that f23 has very bad rs ratio. I am thinking to install a deck plate and sleeve it to get ~1,7 rs ratio and this may help high rpms.
I read that h22 has very bad rocker wearing problems. Is there any fix except of switching to nonvtec rockers?

Dosen't matter the engine it is going to be turbocharged.

I am going to install the engine in eg chassis. I want good, strong, reliable and powerful engine for road racing and drag racing. If i can i will take k24 but the gearbox that i have to use is for engines that rotates counter-clockwise. So i can use h,b,f and etc. The biggest displacement that i know is f23 block + h22 head or b21 (bored, stroked b18c) is better?

What would you advice me to do?

Thank you.
