i talked to a few om my buddys and they said it sounds like a ground. does any1 know where the dash harness grounds are for the 97 civic or any grounds that interfer with the dash harness? or is there ground wires that connect to back of cluster i can test to see?

Check fuses 15, 25, and 30.

Fuse diagrams can be found in the FAQs sticky.

There's no point in worrying about any ground wires until you know that all three of those installed fuses have voltage on both top test tabs with the key in ON(II).

If the fuses are fine, the next step is to test whether the cluster gets voltage from those three fuses. If so, you would then check the ground wires.

Check your dimmer switch to see if it's good.

The three fuses are fine. And, yes, fuse 30 should only have voltage with the light switch on. Sorry, I forgot to mention that.

Now check whether the cluster and VSS connectors get voltage from the three fuses:

fuse 15 --> Blk/Yel (corrected) wire in the VSS connector

fuse 25 --> Yel wire in cluster connector (C4)

fuse 30 --> Red/Black wire in cluster connector (C13)

ok i check them and the connectors on the cluster have no power at all and the vss [speed sensor] it has power on the middle wire but was black/yellow and then beside it was a black/white which was pulling ground.

-You may have found the problem. The Yel wire at the cluster is tested with the key in ON(II), whereas the Red/Blk wire at the cluster is tested with the light switch and dimmer switch on. Also, what did you use as ground when measuring the voltage at these two wires.

-My mistake. The VSS power wire is indeed Blk/Yel.

Check the Yel wire for continuity between fuse 25 and C4 in the cluster connector. Check the Red/Blk wire for continuity between fuse 30 and C13 in the cluster connector. Those two wires may be broken (=no continuity).

okay i also checked a few things out that do work on the cluster 1. the battery light 2. the turn signals work but only when lights are off or on dim. if you turn lights on high both the turn signals indicator blink the left and right at same time and so does the high beam indicator.and when lights are on high and blinkers are on the heat hand raises with every blink and if you turn the hazards on the blinkers wont work at all
