its a little hard to understand some things but how do you know they are not working?
I assume they are disc?
do you have a soft brake pedal? mean you got air in the system we need more info.

no It al ready had disc and the pedal is a likke soft. and I know they are not working because when I lift the rear and have the e brake on the wheels still spin also when I go to park it the car will roll when I have the e brake all the way up.
You have air in the line please check you manual for proper bleeding sequence and use a clear tube and clear bottle or better yet go get a bleeding kit and make sure you get all the air out.
When the brake fluid comes out in a clear and solid stream you know you do not have air on that side of the brake system. gl

For those of you with a soggy brake pedal after caliper installation, here is the CORRECT bleeding sequence:
Bleed the brakes Right Rear, Left Front, Left Rear, Right Front. You do not go farthest to closest with Hondas.
Always bench bleed the Master cylinder when replacing the master cylinder, ABS unit, or proportioning valve.
