Icon2 Rear Brake is tight

ok so it recently starting getting cold in wisconsin and when i have my e-brake up for a little bit my rear brakes will be tight when i leave to go somewhere.
i dont know if there is water or moisture or anything in the brake line. does anyone else have problems with this? is there a easy way to fix it. btw the car is a 93 civic.

Maybe the grease in the cable is not as slippery when it's 10 degrees? Can you park in a garage to see?

i can get it in a garage. so there is suppose to be actual grease in the cable? i never took apart the emergency brake system before. i suppose it wouldnt be hard.
