So my car (97 Civic Lx 5 spd.) won't start, battery and battery connections are fine, when i turn the key the dashboard lights come on but noting else happens, if i manually run a cable from my battery to my starter it starts fine but turning the key doesn't send power to the starter (measured with voltmeter), any idea what it could be?

 

Never mind it was the rubber stopper on my clutch pedal
