Default project 4 speed

Will A 4speed transmission from a 1.5 non v-tec mount to a 1.6 v-tec dohc?

no - you can't combine a D-series transmission with a B-series engine

What is needed to swap from dual point to mpfi, my 90 civic is stock as can be, no pwr steering, or ac, one belt that runs the alternater.

Would it be easier to swap the original 1.5 dpfi for a b16 v-tec 1st gen mpfi full swap? If so where could I get the full harness for inside the car and the engine compartment?

I highly recommend doing some research on topics like "mpfi conversions" and "B-series swaps". Look at the FAQ threads, all the info you need is in there. Reading these threads will save you a lot time and money.
