Default Gas leak or evaporating?

Ok right about now i am stumped.

ive replaced the following
Primary o2 sensor with a ntk
Pcv valve
purolator fuel filter
ngk spark plugs
ngk wires
new cap
supposedly the previous owner changed the rotor but idk what its supposed to look like
two bottles of sea foam
oil
oil filter
tranny fluid
and a filter i had laying around because i got it without one
and i cleaned the iacv
Reset the ecu multiple times

ok so after i fill the car up my needle stays were its at and if im going on a long trip like an hour the needle moves down but then goes back up after i park then it goes down. when i park the needle drops a lot if its a full tank itll drop to about between half and full if i park the car over night. the needle always stays where its at when im driving for like 30 mins but when im parked the needle drops. the car does fuel sluggish but i know my car needs a valve adjustment and it may be off a tooth on the timing belt since it needs to be changed but all of this is going to be replaced next weekend. in the morning the car shuts off on me and wants to stall out if i dont warm the car up before i drive. if im driving down the street and put the car in neutral the car will shut off and struggle to turn back on and then idle really low and struggle to stay on and then i have to rev the car up high to get out of gear then its fine after that sometimes when im leaving my driveway it will do it too. and my idle fluctuates not a lot but it rarely does it actually i unplugged the tps sensor and the car does feel better and it doesnt fluctuate anymore but now the check engine light is on and i hate seeing it anybody have any ideas what this could be?

lmk id like to get this fixed since its my daily driver

First of all, how many miles are on the engine and what conditions (i.e. racing, daily, extreme climate, etc). Secondly, you're calculating mileage from a topped off tank, then topping off again, correct?

-TPS sensor could be bad
-Try cleaning your IACV
-Valve adjustment will help
-Timing can affect MPG

yea i did top it off twice and calculated it again and thats what i was getting close to each time so i just rounded it, i do a little spirited driving when i get onto the high way but around town no i shift between 2500 and 3800 most of the time

I just unplugged my tps sensor
i already cleaned my iacv but i guess i could clean it a little more since i didnt really take my time on it
and hopefully the timing and valve adjustment will help a lot because i have the middle part of my cover off of my timing belt and it moves pretty crazy not smooth like it should be

So how many miles on the engine? Once engines get old, gas mileage goes out the window. I believe most GSRs were 26/30 from the factory. Mine has 190k and gets 22-23mpg in the city (los angeles traffic lol), but that's in ultimate gas saver driving like coasting, short shifting, etc.

But ya get that timing belt fixed, do a valve adjust, and they test it again.

so today i decided to adjust my ignition timing. as i was loosening the three bolts i found out that 1 out of the three was already loosened it was the one all the way in the back. i put it the distributor to were i wanted it and the car feels a lot more better then it did doesnt feel as sluggish and doesnt bog going up hill anymore. could this have been the reason why i wasnt getting really good gas milage?

most likely. now calculate the gas mileage and see how it is. you might still want to do a valve adjustment too.

Try to get a hold of a timing light and check the timing. I believe factory timing is 18 degrees or something like that. Look it up first, but I am reasonably certain it is close to 18 degrees.
