Default Can tuning fix a surging problem?

I've got a 92 EG hatch running a B16A2. I rebuilt the head and the idle started surging. The CEL says its my IACV so i replaced it several times now, with no luck. Theres a guy that tunes cars and I've been talking to him, said he can bypass the IACV on the ECU, but he usually justs fixes it. I just wanted to know if it was truly possible to do that and have my car working normal again? He said he was going to charge me 150$.

Yes it is possible to disable a lot of sensors. if you already replaced it and it still doing it maybe its something else? did you reset the ecu?

I did reset the ecu and battery. And I do believe it is a vacuum leak, but can tuning the ecu and the car by pass it?

why bypass the problem instead of fixing it check for vacuum leaks from around the intake manifold
