yes, you have to be moving. i'm surprised you're not getting the VSS code.

Yes it needs an input from a VSS ( Vehicle Speed Sensor) for VTEC to engage

I thought it was RPM activated?

you need
1. rpm activation point
2. correct oil pressure
3. correct temperature
4. input of speed from VSS (20mph i think)

good deal, looks like i found my problem. At first i thought it was only oil pressure and rpm. I am throwing code 17 (speedo cable code). I guess i know what I'm going to be doing today. Hooking that cable up!

thanks

It is 20 Mph for VTEC engagement. Also if your ECU throws any codes your computer will go into "limp mode". When in this mode your rev limiter will kick earlier and you will lose VTEC activation till the codes are lost. The same will happen untill vehicle reaches normal operating temp.Warm up period
