Sounds like the engine is running rich. Do you get poor gas mileage? Any CEL codes?

okay last time i did an oil change was about 2,500 miles ago. And i am throwing a check englie light. which i believe is to be b.c i have a universal catalytic converter on there. I get good gas mileage actually about 25 or 28 mpg.

Pull the CEL codes and post them. Also do an ignition system tune up, including setting the ignition timing to spec.

Yes, get the CEL and post it.

Most common cause of soot on the back bumper that I've seen is a weak or dead primary O2, which tends to cause it to run rich, which tends to leave soot on the bumper.

Got my check engine like dagnosed and it said that it was the 2ndary heat 02 sensor.. and thats all..

I also saw that my vtec solenoid was leaking adn that could have been a part of losing oil quickly. and i just replaced my cam seal .. like a 60 buck fix

What was the specific code number?

How old are the plugs, wires, cap, and rotor? Is the ignition timing set to spec?

1) You can pull CEL codes yourself with a paperclip - see CEL sticky at the top. Is the secondary O2 sensor unplugged? If not, check whether dash fuse 15 is blown.

2) Do an ignition system tune up ASAP - plugs, wires, cap, and rotor. And then set the ignition timing.

those specs can also be oil coming out of the exhaust. how much oil do you lose per oil change

Your engine is burning or leaking a lot of oil.
