Fuel pump on with engine off?
I bought a k-swapped integra the other day and i am still finding little "jimmy rigs" here and there. As of right now there is no fan switch/coolant temp sensor so both fans run constantly. Because of that, I was never able to hear the fuel pump prime, then turn off, when the ignition is on. Today I was doing some wiring and had the ignition on (car still off) with the fans unplugged and I noticed that the fuel pump just stays on. I looked at the fpr and saw fuel pressure at about 60 psi psi. I haven't looked into this yet but does anyone know why this is happening?
EDIT: I looked at the ecu and its a PRC-013 type r ecu.

You will need to drop the PGM-FI Main Relay and test some wiring, is the fuel pump still wired to the PGM-FI Main Relay or has it also been "hard wired" like the rad fans?
Unplug the PGM-FI Main Relay and see if the pump keeps running, if not plug the relay back in and do the below tests.
Test the yellow/green lead at the PGM-FI Main Relay, it is the fuel pump power lead, it should be hot, [12V+] for a few sec. when ign. switch is turned to run, if it stays hot continuously, test the green/blue lead, [ground output from ECU/ECM] it should be ground for only a few sec. when ign. switch is turned to run, if it stays as a ground as long as ign. switch is on the problem is the ECU/ECM, if not, [ground "lifts" after a few sec. then either the fuel pump relay in the PGM-FI Main Relay is seized closed or the fuel pump has been wired direct to ign. power. 94

Going to have to find that connection and reconnect the fuel pump lead back to the PGM-FI Main Relay, have you tested the PGM-FI Main Relay wiring at the plug to make sure the pump was not rewired because the PGM-FI Main Relay is not working, or wiring to it.
The fuel injector relay in the PGM-FI Main Relay must be working, [engine runs] you need to test the fuel pump relays output, [yellow/green] for power, both for a few sec. of priming and constant output once engine is running. 94
