Default 97 LX stock d16y7 - random sticky idle

First off, this is a 97 LX stock d16y7. My idle randomly sticks, somewhere between 1500 and 2000 rpm, sometimes as soon as it starts, mostly after I start driving. Sometimes when i stop the idle will drop down, other times it will stay high the whole time I'm driving. I pulled the intake off and plugged both holes, both result in lower idle. Throttle cable appears to have correct tension, not too loose, not too tight. Throttle body does not appear to be getting stuck. I tried dropping the idle with the screw, but that idle only stays when it first starts. Only CEL I'm throwing is code 65 for secondary o2 sensor because I have no cat or rear o2, I have a simulator in route for that. Idle doesn't fluctuate like the normal iacv problem. I've searched, but nothing really applies to me that I've found. Help please.

Clean the throttle body. If that doesn't help, consider replacing the throttle cable.
