Default Prelude is running rich and wont pass emissions

Hey guys im working on a 1988 Prelude SI and its running really really really rich. so far ive replaced the O2 sensors, Spark plugs, wires, Coolant temp sensor, Atmospheric pressure sensor, Fuel Injectors, air filter and its still running too rich, I have code 8 which is TDC Sensor, and code 16 Which is fuel injectors still even though i replaced them and reset the ECU. The car idles at 1.5k for a minute or so then goes down to 900rpms and starts idleing rough and if you turn the car off, then start it again it turns over really fast and this is with the throttle cable set really really low. should i adjust the Air to Fuel Ratio? and if so how?what should i do? i really need it to pass emissions so i can park my Firebird for the bad weather and swap the motor. any help would be greatly appreciated. also i did noticed one of the injectors is leaking where it connects to the fuel rail would that matter?

turn your distributor down worked for me.
