94 Civic EX/D15b2 - injectors not pulsing (have searched)

ok so here's the quick rundown...
94 Civic Ex
rebuilt d15b2, non vtec (from crx)
stock everything
p06 ecu
car ran previously with an LS swap but pulled it and sold it. put the single cam in just wanting a simple gas sipping daily driver.
after i took the LS out, i cleaned up the bay and sprayed it with some self-etching primer. did this to clean up a failed attempt at a shaved bay by previous owner.
put the single cam in went to start it and it wouldn't start. checked fuel and spark and had both. kept messing with it. car started and ran perfectly fine on 2 occasions like it should. started a 3rd time but on starting fluid and died promptly after the starting fluid burned up. kept checking things and finally realized i had fuel to and through the rail, but not getting any into the cylinders.
i have changed the following after much searching online and asking numerous people numerous questions....
main relay
fuel pump
injectors
distributor
ecu
engine harness
fuse boxes (both under hood and under dash)
main chassis harness from dash forward
grounds (changed, added, moved, cleaned)
with a test light i found i have power to the injectors, but they are not pulsing. i am at my whits end with this problem and can not think of anything else. SOMEONE PLEASE HELP!!

line is def. not clogged. i pulled the return line off the regulator, put another hose on it and put the end of the hose into a 20oz soda bottle, turned the key to prime the fuel rail and filled the bottle about a 1/4 way full so i'm getting plenty of fuel.
actually, now that i think about it, i had suspected the fuel filter at one point and thats when i put the new filter on. hell the stock filter is still sitting on the fire wall and the new one is just suspended by the hard line right now.
this is why i'm so stumped. i've tried everything i could think of and everything that everyone has suggested to me

then there is your problem right there it should not flow strait threw the regulator sounds like the regulator is the problem and you have the fuel but it is not pressurizing the fuel rail ie 40 psi like it should be

i will try that but how would that keep the injectors from pulsing though? when i put the test light on the injector plug it showed i had power getting to the injector but no pulsing... i mean i know its gotta be something stupid thats why it has me soo pissed off. i just wanna drive the damn car again lol

originally, yes it was the same harness. but while trying to figure out what the problem was i changed the harness to another stock, untouched harness. i no longer have the original harness as a friend needed it

yeah i HATE electrical too btw. guess i gotta learn it sometime though. i was reluctant to post a help thread on here but i was completely out of options so i was hoping i could get some good help. hopefully i'll get to check out what he suggested tomorrow after my daughter goes back to her mothers

nope, wont have any updates til tomorrow at the earliest, possibly monday. i have my daughter until tomorrow and then i have a lot of other work i gotta get done so i might not get to mess with it until monday. but i will def. update once i do
