I'm stuck
Ok, so I have a 1995 Honda Accord EX and I drove through a BIG puddle and half way through, the car turns off and will not crack..The motor is turning over, but just not catching, and also there's water coming out the exhaust pipe when I try to start it..what's the problem with it? How can it be fixed?
Its possible the distributer and wires are wet, are you getting spark at the spark plugs? start there...pull the plugs out ...the air intake is pretty high how deep did you go??

Not sure if a shop looked at it and came to this answer or was someone guessing. Ok, maybe the water shorted something under the hood that did the ECU in. For a stock motor try search on someplace like "car part" for a used one (4 or 6 cyl, auto or manual).
Are you doing this or a shop? The reason I ask is if a shop is doing it and that is their answer then go for it, just be sure to tell them not to call back after doing that and then tell you that the dist now needs to be replaced....then a call about another part.

i think you should drain your oil, replace the spark plugs, once the plugs are out, crank the motor over a couple of times to get excessive water out, open the distributor cap and spray it down with wd-40 and the blow it dry. squirt a little bit of oil into each cylinder and crank again. reinstall everything and try starting it. also, make sure your air filter isnt soaked in water, if it is a disposable filter, replace it, if not, the just make sure its dry.
Ok so I've got the car started now, changed the ECU board on the inside, but the RMP is only reaching about 3200 and cutting out and not even reaching the red line..What else could be the problem??
