the 97 ecu is obd2a and your 99 ecu is obd2b. i would get the obd2b to obd2a jumper harness and it should work. but honestly do a full motor swap. i learned the hard way...i put a y8 head on my y7 block with cams, cam gear, throttle body spacer, injectors. but not even 2 months down the rd the clutch went out. and after that 5 months later, the block had a rod knock. but if your still doing the mini me swap, goodluck

the 97 ecu is obd2a and the 99 ecu is obd2b. get the obd2b to obd2a jumper harness and it should work. but i did the mini me swap in my civic and it wasnt worth it. i'd do a full dohc motor swap. a couple months after i finished the mini me swap my clutch went out from the extra power cuz i had cams, cam gears, throttle body spacer, injectors, port and polish. it was worth it at first than the block just couldnt handle it so it got a rod knock. but if you still do the mini me swap, goodluck to you
