Default 94 civic ex code 14 need advice

I am just curious as to what I should start to check to aleiveate this issue it'll buck a little over idle if u give it a little gas out of gear the Rpms will bounce. I tried unplugging the iacv no change the car performs really well out on the highway it's just in town which is aggravating any help would be appreciated and the car does idle fine

Have you cleaned the IACV and FITV?

Have you cleaned the throttle body? Is the throttle cable adjusted too tightly? There should be about 1/2" slack in the cable.

Is the throttle body dirty? Have you tried to adjust the idle speed by the procedure described in the service manual?

Have you checked output voltage of the TPS and resistance of the ECT sensor when the engine is warmed up?

The coolant temp sensor should read 200-400 Ohms when the engine is warmed up. If not, this could be the problem.

Yes, it's the 2-wire sensor below the distributor. The connector should have a Red/Wht wire and a Grn/Wht wire.
