help no power at obd2 service plug

Default help no power at obd2 service plug

I need help i have a 97 civic coupe with a 95 sohc vtec motor and a p2p ecu but i tried to hook up a scaner to the service plug and thr is no power going to it. and i tried to get it smoged and couldent, i looked every where for the problem and i cant figure it out. can anyone give me ideas into where to look why there is no power. thank u very much

7.5A hood fuse 43 -- check it.
