Default can a bad ICM make a injector not fire?

I know the injector signal starts in the dizzy. I have one injector not getting signal. Could a bad ICM cause the injector not to fire?

What I have tried:
New injector
All new wiring from the ECU
New 12v
Different ECU


THis all happened after I soldered in new ECU plugs so I could run my stock injectors again. I know all of the wires are connected right. I loaned out my multimeter and can get it back till tomorrow. I need my car before than. I need some help

No, the injectors are controlled by the PGM-FI Main Relay, [power] and the ECU/ECM, [ground pulse].

Check for power, [ign. switch in run position] on the injector that is not working, if there is power the problem is no ground pulse from ECU/ECM, most likely as that is where you have made mods.94

PS... the ICM "controls" spark.

No, not the ICM, but in the distributor there is 3 diffrent reluctor rings. A one tooth reluctor which is the cam position sensor. A 4 tooth reluctor which is the cylinder position sensor (this is what your ecu looks at to figure out what cylinder to open the injector on). And a 16 tooth reluctor which is your crank posistion and rpm signal. But if the signal goes out than ALL injectors will not fire. You stated one injector so your problem is else where. Check the contoll side of the injector then check for continuity in you injector itself.
