No Injector Pulse

No Injector Pulse
95 Civic with D16Z6
My car is at a shop three hours away and it will not start. The last time it ran was before I installed my precision 1000s, gm3bar, and new manifold/turbo. My injectors are not pulsing but they are getting 12v constant. The shop has replaced all of the wires from the injector plugs(including new plugs with pig tails) to the ecu pins, and also including a new resistor box. He has replaced my tranny ground, cleaned my other grounds, and put a new eyelet on my thermostat ground. The tech has also tried a new distributor. He has been trying these solutions with a known good ECU.
What could be left that is causing my injectors not to pulse?
