Default Car going rich after every shift

I have a 95' turbo Integra that is tuned with a S300. The car pulls strong in every gear with an afr of 11.3 holding steady on 18psi. The problem occurs after I shift, and hit wide open throttle again. The car immediately maxxes the afr gauge out at 10.0, and the car hesitates. After a sec or 2 the afr goes right back to 11.3. My tuner told me to adjust the "tip in" % in Hondata but it's already at 0%. He's currently out of the country on assignment, so I'm turning to H-T. Anyone know what might cause this?

My car does the same thing. But at regular cruising. Everytime I shift gears my AFR will read some crazy **** like 10 or 11 AFR, low load, medium load. But my car does not hesitate at all. It never happened when I was running on Crome until I switched to Neptune.
