Default Best source for F23A1 short block

I have a 1999 2.3L VTEC that I rebuilt the top about a year ago. I'm finding a fair amount of oil in the radiator and overflow. Seems this year/engine is known to have oil gallery leaks caused by casting problems. I'm pretty sure its not the headgasket or residual.

I would like to put in a new short block and hesitant to get a used or rebuilt one unless its from a highly reputable Honda rebuilder who knows about these issues and has the capacity to test the block and guarantee it.

Is there a preferred Honda remanufacturer?
