I dont know if you even need to line them up at all.
You only line up the timing belt gears so they are on TDC. The balancer shafts are just to distort any unneeded vibrations and noise from the engine. You can even leave the blet off if you want.

Those marks are only used when assembling the balancer drive/driven gear. Find the line up by removing the sealing bolt and get a 6mm pin. (#2 phillips screwdriver works well). Rotate the rear pulley until the 6mm pin fits all the way through. Thats TDC. Or you can leave the belt off altogether just as Acidcrakker said so.
I remember one time I was setting that belt like in the picture, and I was using a hex key to set the balancer, and I forgot about it. I tried to start the engine after wards and a broke the hex key off inside the engine.
Lol
I had to pull the engine out and look for the broken hex key. Lol
I still have it as a reminder in my tool box to pay attention when ur doing simple jobs. Simple jobs can become a major pain in the *** if not done right.

I would hook the belt up, it makes the engine so much smoother. Ha well at least for me, I guess the belt being off is not as bad as your balancer shafts being out of sequence like mine where, i was having trouble reving past 6700. Now i have no problems.

i lock the shaft in place with a screwdriver and the dot on the pulley is off about an inch from the pointed tip on the housing. sounds about right??? the shaft can be locked and the screwdriver does goes all the way throught in 3 different location. i use the location wen the dot is towards the bottom??? im just seeing if there is truely a tdc for the balancer since your not going off any marks base on the manual, or is it tdc everytime the screwdriver goes all the way through?

If you take of the belt you may not have any noticable vibration. ( I never used the balancer shafts) But if you decide to use them then they must be in time with the crank other wise you will create vibrations.
