Default adjusting idle?

my car recently failed smog for idle being to high. I printed out the adjustment procedure from alldata and I have the adjustment screw all the way out and the idle is still at 800-850rpm. It is supposed to be at 420 with the IAC unplugged. Any ideas?

Check whether your throttle cable is adjusted too tightly. There should be about 1/2" of slack.

Clean the throttle body if the throttle plate is sticking open.

Check for a vacuum hose leak or an intake air leak from the IM or TB gasket.
