Default i think my suspendion is bent or need alignment?

recently i just picked up a 1998 integra. when i first got it. i notice the steering wheel would want to pull to the left a little. thinking all it really needs is an alignment. But after looking at the wheels. the driver side wheel looks like its push forward a little.

From what i read so far that if its push forward it could be a bent uca?? im going to be installing a clutch tomorrow at my friends garage with a lift. what should i check to see whats bent other then the lca and uca.

The guy I got the car from said he got an alignment the day before i bought it.. He showed me a receipt of it. The receipt listed the alignment cost was $36.... that seem kind of cheap for one? also didnt have a print out
