Vtec engaging problem

Vtec engaging problem
I have 88 rex with full obd1 PO8 harness
d16z6 engine
my car was boosted before now i removed the turbo, but i still have vitara pistons and 340cc injectors, vtec does engage, but very very late, around 6500RPM, my ecu is stock never been shipped before.
is low compression the problem?! or the bigger injectors?! as i know, vtec doesnt have to do with these things, only ecu, VSS, and engine temp.
what can cause it?
