ANOTHER A/C help question

well here is the problem, i been searching around and haven't found to much. when i try to charge my ac system it seems like it doesn't want to take the charge. ac motor works but seems like when i turn on the ac the belt that is connected to the ac and the alternator starts to struggle, then the idle fluctuates from 1000rpm to 2000rpm and back. it just keeps fluctuating untill i turn the ac off then it returns to normal idle. also as it is fluctuating the battery light comes on, i am guessing because of the stuggling belt. the ac wouldn't be an issue to me, but i'm trying to fix my sisters 95 accord LX ac because she has a baby. any help would be great.
How do you know that it needs a charge? What are the high and low side pressures when running at idle?
It is possible that it is overfilled, but without the pressure readings there is no way to tell.

I'm sure it's not over filled because I let all the gas out of the line already. But so your saying if it is over filled that would cause the belt to slow down and struggle, making my battery light come on an my idle jump?
Yes, overfill can cause the compressor to require too much power to run, but it would have to be severely overfilled. So can a compressor that is getting ready to go out.
