Disabled ABS?

Well today I had to make an emergency stop and the tires locked up. I remember the previous owner telling me he pulled the bulb for the "SRS" light on the dash since the steering wheel is non-SRS.
I looked in the owner;s manual and putting the key in the 2nd spot in the ignition should light most of the dash lights briefly then extingush. Lo and behold the only lights that dont light are "SRS" and "ABS".
Im assuming the previous owner purposely pulled the dash light for ABS and disabled the system for whatever reason. Assuming one purposely disabled the ABS what would be some logical places to start troubleshooting?
Perhaps some fuses or relays were just pulled would be the easiest thing to do?
