Find out what the CEL is first. Most likely you're either low on oil pressure, your missing a knock sensor (very common in swaps where the person doesn't know what he's doing), or the light is for your vtec solenoid or vtec pressure switch.

A knock sensor is a little 2" long nut that fits right under the 3rd runner on the manifold. Vtec engines have one, non - vtecs don't. If you don't have it, vtec won't run. I know first hand, I bought a car with a swap and the idiot forgot the sensor. It cost me $100 to buy and half an hour to put it in. Your Y7 block is already threaded for it, it just doesn't have it MAYBE. The CEL will tell you if you do or not. If you get a CEL for a knock sensor, vtec solenoid, or vtec pressure switch, it'll be an easy fix. And doing a full tune up has nothing to do with the pieces I just mentioned. Maybe you should've checked the CEL when you did the tune up? Just my two cents.

DOHC VTEC have knock sensors. 1988-1995 SOHC (VTEC or Non-VTEC) do not have knock sensors, however the D16Y8 does. Others do not as far as I know. Like you said the block has the thread, but no sensor. I believe it will come down to what ECU he is using. Anyway, check your check engine light codes first as already said. -Later, BR
