Icon2 d16y7 97 EK running to lean? HELP!!

So my car started to choke out after a 5 hours road trip, but only when i got into town and started city driving, as i was driving i put the car in neutral and coasted, and then all of a sudden the car died, so i started it back up, and when i was in gear it was fine... everytime i the car is in neutral the car idles so low it just dies... this happened last night, but no CEL... But today when i drove it it was fine for like 5 minutes then same **** happend and then it threw a CEL, my brother had a free car inspection and i was told that they ran CEL and said the car was running to lean, but in order to find it they said they'd have to do diagnostic's which is like 80 an hour... when i got home i didnt think much about it put i went to clean battery terminals and the CEL reset and is no longer there... but car still idles really low and shitty.... O2 Sensor was replaced not to long ago.. so if my car is running to lean, what else could it be??.. spark plugs has blackish residue on the tips.. anyone else have this problem?!

Check for an exhaust leak near the primary O2 sensor.

How old are the plugs, wires, cap, and rotor?

wires/cap and rotor are good, plugs have black deposits on them, replacing them today with platnum ngk plugs. putting fuel cleaner, replacing slightly dirty air filter.. and replacing fuel filter as well, hopefully this solves the problem and i dont have a vacuum leak or injectors arnt bad?

You only need basic NGK plugs. Otherwise, you are spending too much.

Exhaust leak?

Inspect the contact points of the cap and rotor for wear and corrosion. The plug wires can be tested for resistance using a multimeter.

Black residue on the spark plugs is a poor fit with a true lean condition.
