Timing belt rubbing..? wth.. input needed

I just picked up a 2000 jdm itr longblock from a local guy.. Traded my old setup + a little cash. I rode in the car before I traded, It ran great.. with zero issues. He had recently replaced the timing belt and waterpump so I didn't replace anything on the engine.
I pulled my swap out and just put the ITR engine in..
The only thing's i've did to the engine is put a b16 crank pulley on it and new alt belt.
I started the car up it ran fine, drove to the muffler shop everything was fine. I starting hearing what seem to be a whining noise and turned the car off and inspect the timing belt and it look's like it's been rubbing, but not visible as to where it could be rubbing.. maybe on the cover? Could it be the timing belt tensioner whining? The belt seems tight, but then again i've never tensioned a timing belt.
The car is parked, I'm not risking it.
Any input is appreciated.

When you reinstalled the timing belt, there's a thin "disc" the goes back over the cog/sprocket which has an outer lip on it that is slightly tilted outwards when installed properly. Is it possible that it was installed with the outer lip tilting in? That may cause the rubbing on the belt.
You either have an alignment issue or a tension issue. You should check what size (width) the belt is, it could be too wide for that motor hence your rubbing. I would say its a tension issue, but that crank pulley you put on may be misaligned. I honestly dont think you have a serious problem though, I wouldnt hesitate to drive on it. And Im an engineer at timing belt manufacturing plant.

Damn it. Another rookie mistake on my part. I didn't even look

Is it #16 that I need? I didn't pay attention when I put the crank pulley on.. I just lined it up and tightened it down.. Assuming my friend left it on there. I'm not sure if it's on there or if it's on backwards.. I'll haft to take the pulley off tomorrow.

If i'm replacing the timing belt shouldn't I go ahead and Also replace the Tensioner?

If he recently replaced the water pump would you go ahead and replace it for a piece of mind or leave it be?
Also with this washer missing will it have effected anything else that may now need to be replaced?

was it whining when it was in his car, or did it just start whining after you replaced that crank pulley? try neutralizing the alternator and any other accessories you have hooked up by removing all the v-belts. if the noise goes away then it's probably a bad bearing in any of the accessories. if it remains then you know it has something to do with the timing belt. they're all right a tight timing belt would cause a whine.
