No, 1988-2000 is too big of a span. 1988-1991 would share the same, then 1992-2001.

What kind of springs do you seek? High rates? Moderate rates? Large drop? Moderate or small drop? Tracked car or DD?

well i want to go for no more than a 2" drop in the front and 1.8" in the rear. i hit 105 today and on one large corner slightly down hill it floats a bit. it doesnt need to be a track car so more or less a moderate rate spring. this is my dd and im not worried about ride comfort. i like performance over comfort. but i dont really want to shell out 200 on a car thats worth 800 bucks.

the Intrax springs make for a very nice ride height. My friend has them on his 89 Si and I am probably going to put them on my 88 Si.

Ground Controls are safe, but they are more expensive.

well there not that exact brand. i have noticed that the coilovers for say example the 95 civic are desighned the same for the 91 prelude. so i know i can find something cheaper for the civic that will work for the lude

just go for some h&r's. they make good springs. I believe their drop is like 1.75 to 2.5in on average. 150-179 bucks for a set.

3rd gen prelude parts are always gonna be more expensive than any other honda.Just to let you know. Im running B&G sport springs w/ Tokico blues on my 90' Si. Handles awesome. H&Rs are sick. Eibach are ok but i dont think they go lower than 1.5". Neuspeeds are probably the best spring you could get for the 3rd gen.
