Running Rich, O2 sensor reads lean

Default Running Rich, O2 sensor reads lean

I got a 90 CRX w/ G23 VTEC in it and I got a code for the 02 sensor, it's brand new and all the wires are hooked up and aren't broken. It's running rich, but at the sensor it reads low like 0.02 at idle and 0.2 at WOT, never gets over 0.2 volts. I tried resetting the ECU and clearing the codes, but when I do as soon as I turn the key on it's back. I should read higher voltage with the key on, but it's just 0.02 or nothing. Tried cleaning the sensor off, but still nothing. Any ideas would be appriciated?

Don't give up, you have just posted at bad times, haha. Fathers day (midday when people are more than likely doing something) and 8:30 when people are probably at work or sleeping in.

So if you're running codes after resetting it, it still is running the o2 sensor code (1 beep/blink)?

Yes still has the code 1 (oxygen sensor after resetting it). I've posted before with other questions and nobody has any ideas, everyother forum, d-series, thezcr, crxcommunity, etc... are a lot better and no matter when, I get some help. No offense, but alot of people on here don't know alot and just say to replace random parts and hope that works, and don't even know that you can measure the Oxygen sensor they would just replace it again.
