Set the belt up "on time" You will notice when the crank is set on TDC, the cams will not be lined up. They will be retarded. To get the cams close. here is what you can do.
1-Rotate the crank until the cams line up on TDC. Install lock pins in the cams. On VTEC motors, the line up lock holes are near the 2nd cam lobe area.
2- Loosen the adjustable camgear bolts.
3- Rotate the crankshaft to TDC. The cams shouldnt turn because they are locked.
4- Tighten the camgear bolts to spec.
5- pull the cam pin out.
You should be pretty close to spec now, within a degree on each cam.
