cant rev pass 5500 rpm

i have a b20vtec just swap for some reason i cant rev pass 5600 rpm even just reving in nuetral cant hit vtec so i cant tell if my vtec is working

i know this is trying to hit vtec rolling and the it does the same thing cuts off at 5500 and after that i just sit there in nuetral and rev up it would cut off at 5500 and its a s300 ecu too
i vote check your speedo. mine did that wouldnt rev past launch controll setting rolling or stand still. no check lights. turns out the bracket was broke and it turned about an inch. turned it back revs to 9k
I myself have a similar problem. I have a 2000 automatic integra. I converted it to manual with a b20z and a type r lsd tranny. Car revs fine with auto ecu obd2.However I converted it to obd1 with an obd2b to obd1 harness alongside a 1995 obd1 p75 manual ecu. And now the car wont rev pass 5500. It hits 5500 but then just goes down and picks up again. The problem only persists while with in obd1?
How do I fix this?

vtec related??? try checking the filter mesh inside the vtec solenoid see if its clogged with crud...unless the s300 map has the vtec pressure switch disabled???
for vtec to engage usually you need speed signal from VSS, pressure to vtec press switch, throttle at WOT (TPS)...
