poor performing b20 vtec

i've built a b20 with the following:
b20b block
b16ahead
wiseco 10.9:1 pistons
eagle h-beams
oem b20 crank
crower 63401's
toyota 43mm itbs with ram stacks
adj cam gears
a decent header
2 1/2" exh
now the problem is that it only made 113hp, camtiming was perfect and compression was good... could it be that one of the cylinders' vtec lobe is not engaging? i can hear the vtec engage but not as loud as when it used to be a b18...

turned out to be compression
now that everything has been assembled i noticed that my rockers has been milled where the cam actually touches the rocker, will this affect the rocker piston movement, because vtec activation is hardy noticeabe...

I have a similar issue and also reused older rockers but they weren't touched aside from a good cleanup.
My VTEC also engages and makes no power. Compression is good across the board.
Let me know if swapping rockers fixes it?

there should be enough adjustment in the rocker arm.
