I don't live anywhere near a tuner, what are my options?

I have searched, read, searched, read, etc. But I get mixed opinions on what to do. Some people say run the stock ecu, while others say get a chipped ecu, while others say get a chip and a tune.
1992 Jdm B16a 2nd gen
Stock JDM P30 ecu
CTR intake cam
GSR exhaust cam
CTR dual valve springs(IN/EX)
OEM 4-2-1 exh manifold 2.25"(OEM JDM ITR header soon)
JDM EG6 5Zigen exhaust(including OEM JDM Cat)
OEM JDM air cleaner assembly(HKS filter)
I live at 6500ft elev, cant find anyone within 500 miles that can dyno tune the engine. So what are my options? Can I get a chipped ecu from, say phereable.net, with a base map for my setup? Or should I leave it on the stock P30 ecu?
Engine feels abnormally slow below Vtec engagement point, so it make me wonder if a chipped ecu will help. Any insight or assistance would be greatly appreciated.
I am slowly adding parts, I have a JDM ITR header, but cant find a 2.5" flange cat for the life of me for a decent price. Money is a key point for me, I am a disabled Veteran, so every part is thought out before purchase.

phearble chips can help, most of the time you end up running more fuel than a stock map. good thing about them if the chip they sent you isnt quite right you can send it back and they will tweak it to your description. Buddy of mine had great results with phearable.com i ordered one for my h22a the change wasn't astounding to say the least
phearable.net sells basemap chips for cheap and it's good too, i had one from pherable that ran about the same time as the one that the motor was tune with.
with the phearable chip i ran 13.0 at 103mph
with the chip that was dyno tuned with the motor i ran 12.9 at 102mph.
i think the phearable chip would of broke the same time as the chip that was tune with the motor.

John Vega (the owner/operator of phearable.net) is local to me and is a very popular tuner. His basemap chips are a little on the safe side, but still make good power.
I would get a matching exhaust cam before giving him a call. It will make it a bit easier to get the chip right. Make sure you install the header, as well as the majority of your bolt-ons, before placing an order also.
I would also consider a wideband O2 sensor mandatory, so you can keep an eye on things.
