The PS steering rack is different than the manual rack and it's unlikely that your shop did the PS-manual rack swap as that's a significant amount of labor. They probably just unplugged the hoses and such. Lots of people on here swap their PS rack for manual steering. I imagine a DIY on here will show you the differences between the racks.

when moving no, you cant really tell, from a stop or low speed it can have an affect, but it's really not that bad.
I have driven many honda's with and without ps and there really isnt a difference, unless like i said you stoped or moving slowly. For must guys it's worth it.

To remove ps properly and maintain a ps rack simply remove lines all the lines and things, fromt he rack loop the lines and stick a breather in the middle. This will keep the system pressuerized and keep fuild in the rack. Or you can swap the manual rack in, which is a bitch with the engine in.

It doesn't need a "breather" because that whole setup just makes no sense.. Drain the rack, leave a little oil in there and loop the lines. When you add a "breather" it's exactly the same thing as looping the lines while keeping a little fluid in the rack.

My setup makes plenty of sence. Take lines off, and loop them into a breather, its the same damn things as what you posted, just using a breather.
The setup makes plenty of sence, all the setup you said does is remove the breather.
Op either way will work, i would use a breather instead of simply looping them into the rack.

There is no point of the breather and was quickly dispelled in the power steering rack thread. The thread started off with what you suggested and then ended up having everyone agree that there is no point to it. With a breather, you're basically allowing unfiltered air to enter into the system, contaminating it. I don't see how doing that is beneficial at all. At least when you loop the lines with a drained system, the air that is in there is going to stay there and there shouldn't be any more air added in except when it gets hot and then when it cools down (hot day, cool night). The differential in a truck is the same idea, it has no breather, just a "blow off valve" for when the air pressure inside builds up.

Your correct, But, My friends including myself have done it both ways without any issues.
I agree, your right just a loop is fine.
