Icon6 A/C help please asap

I have a 96 civic ex sohc.. Ok my A/c fan is always on. Soon as I put the key in ignition it turns on even with the a/c off. If I leave the a/c off the a/c lines start to freeze up, I guess it's because the fan is always on.. Need help already changed relay's and checked fuses. also a/c is cold but not that cold

first is the compressor staying engaged ? try pulling the fuse fot the electroinic clutch . the switch on the dryer is the pressure cutoff switch . if selector is on defrost a/c will run also. freezing lines can be caused by low refigerant or a restriction in the line at that point.

how can I tell if the compressor clutch is engaged? Is it supposed to spin? Cause every few minutes it stops spinning and sometimes the fan will shut off when the outer plate on the compressor stops.. When I put freon in it was at close to 45psi

ya the whole end should spin not just the outside pully and where did you measure 45 psi high side or low side running or not? rapid cycling is also sympton of low freo.
