disc brakes all around but need help with brake lines????

I have a 93 4dr civic and i have disc brakes all around.. I failed my inspection because my brakes are unbalanced (By that i mean that one side is stronger then the other). any suggestions or reasons why its like that and what are my solutions. Thank you for your input.

the front pads are brand new ... i was thinking bleeding them but i dont want to keep failing inspection or they will take my car away
why would they take your car? and why the hell are they testing brakes? what kind of inspection is this? are you transfering cars from one state to another?

have you checked the calipers? maybe the lines are clogged, we are trying to help, we are just shocked that they are testing your breaks and are going to take your car. if you keep failing.
but still what kind of inspection is it? is it smog?
anyways raise the car and inspect all the brake lines and look for holes. bleed them and make sure theres no air in the lines. also look to see if the caliper pins have greese on them. if they are dry maybe theyre dont have enough lubricant to clamp all the way

caliper piston might be slightly seized up on the one side, take your calipers off and manually work the pistons to see if they are both moving freely. and also check to make sure the pins with the rubber boots are well greased and can move without binding as well.
