Default Ignition Rotor Stuck?

I was just outside of work during my lunch break from work trying to change the ignition rotor on my 2000 Civic (D16) and as I took of the dizzy cap, I noticed that the little screw that holds the ignition rotor to the dizzy is off. That explains the noise coming from that area. So i place the screw aside expecting the rotor to be extremely easy to take off at this point but it just will not come off. I dont wanna to break it off cuz if I do dmg, im too far from home to do repairs. Ever heard of anything like this guys? Im thinking that its rusted and it stuck becuase of that but i dont know?

Any suggestions for when I get home?
Greatly appreciated guys.

Did the rotor screw head break off and the remaining part of the screw is holding the rotor on?

Thanks for the reply.
Just checked and screw looks completely. No piece missing.
Any other suggestions?
