Icon3 TPS Problem

ok, ive had this problem for almost a year now and i need to fix it, so I'm going to try again.

ok, it started out i bought this car and swapped my d15b2 in to it from my last civic everything went well on the swap besides when i started the car and tried to drive it, when i did under light throttle(<1/4) it would cut the gas then give it gas over and over again trying to idle while i was driving, so i tested everything with no results, it doesnt have a iacv or idle controllers, this went on like this for 3 months, until one day my friend with a integra let me barrow his ecu, the problem was a lot better now it only did it <1/8 throttle, and i could drive it at highway speeds no problem, so for the next 3 months thats how i drove it.

then i swapped my cam for a d16a6 cam, and suddenly the integra ecu wouldnt work anymore, so i went back to the d16a6 ecu the problem was full on back, so then i did what anyone would do i switched to obd1 and chipped the ecu and dynotuned it, but couldnt get rid of that ****ing problem, after testing the tps again, somehow before i had missed that the voltage changes with the engine on, so after trying more tests i gave up and masked the problem again, i blocked off all the air passages and used the throttle plate to give it enough air to idle, so im back down to <1/8 of terrible gas pedal, so i had been driving like that for 1 month, and then the unthinkable happens i started my car to leave work and now it does it at any throttle position, but i work 20 miles from home, so it took me about 20 minutes but i figured out that if i cut the tps ground it was like it was earlier that day, so i drove on my ungrounded tps fine for 2 weeks, and then i pulled off the highway and it goes back to doing it at any throttle position, so now i try everything possible on the side of the road, couldnt fix it, so i drove to my friends house about a mile away(having to keep engine rpm below 1200) and the only thing i could come up with this time was connect the reference and signal together i did this by using another tps and soldering the wires inside...

but i am stumped, i have posted before but not with this much info on this poblem, it is not a engine sensor related problem or computer problem since at one point or another i tested them and tried other known good parts or replaced them in my obd1 conversion, i think there might be some sort of voltage regulator somewhere, but i have no clue, i was also thinking eld, but im not sure, i used to throw that code, but i have it turned off in my ecu now, any help anyone could give me would be awesome, i didnt give you any info on the car yet so ill do that

its a 89 EF hatch (used to be dpfi) with a d15b2 block with arround 30,000 miles on it, a commetic sainless HG, a d15b7 pm3 head with a d16a6 cam(valves float bad at 7000 rpm), its ported and polished, a d15b7 intake with the obd0 injectors, and all the idle controllers were removed, it has 98 hp the last time i had it on the dyno (dynojet), and was chipped and tuned by me in chrome

Anything else? I was hopping someone could have pointed me to a voltage rEgulator by now but I think it's accually regulated by the ecu with those 2 wires the wrong way the problem is more strange but this harness I'm using I used in my last civic no problem, and since all I've done is soldered all the connectons and it did the same **** before and after
