Default 98 civic ex b16a cranks but does not start

like the title says, it cranks and cranks and cranks fine but does not start. i pulled the fuel line from the bottom of the fpr and only a few drops of fuel came out, when you turn the key to the on position engine off, the fuel pump doesnt prime and im not getting any spark help

ok first of all....is the timing right?
are the grounds all hooked up...
did you go with a new cap and rotor or check if its ok?
new plugs and wires?

did it run before? have you checked for vac leeks ..
what are the specs... did you swap it or buy it ? right ecu there are alot of things that might be causing this problem...

start with this...
1.. check timing,
2 ..check the plugs and wires/cap and rotor...
3.. check your grounds and fuses...
4.. check for vac leeks and any connections broken or off
